IMPORTANT Rule Changes For The Upcoming Season (Must Read)

After our first successful season here in the OGSHL, Dallas Stars and myself have learned alot about managing a simulation league. We learned what things work and what things need to be tweaked in order to bring all of you the best experience possible. As a result, we have decided to adjust some of the rules which we believe will greatly effect the strategy to this league and bring a more competitive balance.
Roster Size Increased - The roster size will be moving up to 45 from the original 40 that was first implemented. 45 total players will bring us to a full NHL and AHL which should now allow the AHL to be competitive and gives teams another aspect of the league to look forward to and manage. 45 Seems to be a happy medium between the 40 and 50 that some of the owners wanted and brings depth to a new high.
Prospect Adjustments - There will no longer be a prospect limit as we feel that this limit was only in place for the Inaugural Draft. Instead, prospects will now be created and used as actual players on the farm team. Once again, a prospect is a player who's ELC did not start yet, or whose ELC "slid". To clarify the ELC Slide, it is defined as "if a player 18 or 19 and doesn't play more than 9 NHL games in a given year, his contract 'slides' to the next year and he will still have 3 years remaining on it. Prospects will be given a temporary 1 Year deal worth $0. These players are restricted to the farm team only and at no point can be used on the Pro roster until their ELC finally takes effect.
Free Agent Draft Adjusted (2016) - After experimenting with our free agent draft rule which saw teams have an unlimited amount of RFA re-signs with a hard cap of 5 UFA re-signs, we did not see the amount of free agents that we wanted to see, nor did we see the talent that we wanted. Therefore, there will be 2 new innovations to the way the free agent draft will work taking effect NEXT season.
There will no longer be a differentiation between RFAs and UFAs, instead we will now be grouping the two together and giving each team a total hard count depending on where your team finishes in the standings.
This brings us to the second innovation. Teams who place 30th-21st in the standings will get 9 TOTAL re-signs. Teams who place 20th-11th in the standings will get a TOTAL of 8-resigns. Teams who place 10th-1st in the standings will get a TOTAL of 7 re-signs.
We realize that this may be viewed as a significant change, but it will greatly deepen the pool of the Free Agent Draft and will also allow bottom place teams to have an advantage in becoming a better team with the extra re-signs they have. This should definitely help bring some more parity to the league, while also making the Free Agent Draft more entertaining. Keep in mind, players from the 2015 Entry Draft who are not selected here in OGSHL are eligible to be drafted in the Free Agent Draft as well. This also leads to International Players which will be tweaked as follows.
International Players Adjusted: International players are now allowed to be signed and drafted in the free agent draft as long as they have had played in the NHL before or have a CURRENT contract or have been drafted by an NHL team. A player who just signed a contract for example: Evgeny Medvedev will be given the treatment as a prospect at first such as the 1 year deal at $0. However, after that year they will be signed to the contract that was given. This is a result of the league being a year behind and a player like Medvedev will not be rated until the following season. Keep in mind this counts towards your total 45 man roster.
Salary Cap Ceiling and Floor Reminder - I want to remind everyone that the salary cap is set at $69M and the floor is set at $51M just like it was in the NHL this past season
